I think you'd be better off with an actual shrug so you wouldn't have to mess with the ties. I saw some cute ones online at ON that look promising.

cute idea....how do you look with a tied shirt at your waist? take a picture of something else tied that way to see

I do like the idea, if the tie hits at a flattering point on you even better. I find it hard to imagine the proportion without trying it over a few different hem lengths
